Gross. Don't use a tank. Put out a large bowl of water, and refill it with fresh water every day. Wash it with soap and water every couple of days at a minimum, and don't use plastic. Plastic is more porous and likely to hold onto bacteria and such longer. Use stainless steel or ceramic instead.
If you are determined to keep your current tank setup, take it completely apart and scrub it really well with soapy water, then disinfect it with a bleach solution, following the instructions on the bleach jug. rinse it out really REALLY well, and then refill it. Make sure you change the water regularly to prevent future buildups of nasty scunge.
